Several organisations in Manipur have stepped up pressure on the government over security, rehabilitation and political demands amid the continuing ethnic conflict in the state.<\/p>\n\n\n\n
The Coordinating Committee on Manipur Integrity (COCOMI), along with the Joint Tribe Council, Naga Humanitarian Aid Committee, Foothills Naga Coordination Committee and Naga People’s Union, Imphal, has announced a mega rally in Imphal on October 31. The rally, to be held under the theme “Chingmi-Tammi” (Hill-Valley), will demand the abrogation of the Suspension of Operations (SoO) agreement, an end to the ongoing conflict and the rehabilitation of internally displaced persons (IDPs). Organisers said the programme aims to unite indigenous communities and protect Manipur’s territorial integrity.<\/p>\n\n\n\n
Meanwhile, hundreds of IDPs from Chingdai in Kangpokpi district, supported by Kuki-Zo women, staged a sit-in protest demanding information about three men arrested after the October 20 Khongbal incident and seeking their unconditional release. The three, Seilal Haokip, Lungunpao Kipgen and Hemminthang Khongsai, were detained following the killing of three Meitei woodcutters.<\/p>\n\n\n\n
Protesters demanded transparency in the investigation, confirmation of the men’s safety, restoration of electricity in Chingdai Khullen and stronger security for returning displaced families. Family members claimed they had received no information about the detainees’ whereabouts and urged authorities to ensure a fair legal process.<\/p>\n\n\n\n
At the same time, the Kuki-Zo Council (KZC) reiterated its demand for a Separate Administration in the form of a Union Territory with a Legislature. The council alleged discrimination in the government’s response to violence and claimed that more than 250 Kuki-Zo people had been killed and over 40,000 displaced since May 2023. It also alleged that 32 Kuki-Zo civilians had been killed since March 2026 in incidents involving NSCN-IM and ZUF(K).<\/p>\n\n\n\n
The KZC criticised what it described as unequal treatment in law enforcement and warned that if meaningful progress is not made on security and political dialogue, it may urge Kuki-Zo MLAs to withdraw support from the Manipur government and ask SoO groups to review cooperation with authorities.<\/p>\n\n\n\n
Adding another dimension to the crisis, the United Naga Council (UNC) endorsed COCOMI’s October 31 rally and supported demands to scrap the SoO pact and replace Assam Rifles in conflict-affected areas with another central force. The organisation alleged that local communities had lost confidence in the force’s deployment and announced solidarity protests across Naga districts.<\/p>\n\n\n\n
The political tensions deepened after Deputy Chief Minister Losii Dikho accused the Kuki National Front (President), headed by the husband of fellow Deputy Chief Minister Nemcha Kipgen, of involvement in the abduction and killing of six Naga men earlier this year. Dikho demanded that Kipgen either resign or use her influence to stop the violence. The allegations are being investigated by the National Investigation Agency, and no court has established the claims.<\/p>\n\n\n\n
Dikho said eight Naga MLAs had already sought action against Kipgen and the abrogation of the SoO agreement. He also indicated that central representatives had begun reaching out to Naga legislators in an effort to address their concerns. While reconciliation efforts continue, Dikho warned that ongoing violence could make it difficult to hold Assembly elections scheduled for next year.<\/p>\n\n\n\n
