MPCC Warns of Impact on NGOs and Welfare Institutions Over Proposed FCRA Bill

The Mizoram Pradesh Congress Committee (MPCC) on Tuesday observed a ‘Black Day’ protest in Aizawl against the proposed Foreign Contribution (Regulation) Amendment Bill, 2026, introduced by the BJP-led Central Government. The party also passed six resolutions demanding the immediate withdrawal of the proposed legislation.

The protest was held outside Vanapa Hall, where Congress leaders expressed concerns over the possible impact of the Bill on organisations receiving foreign contributions for charitable and social welfare activities. MPCC Senior Vice-President Lalnunmawia Chuaungo said the proposed amendment could make the process of obtaining certification and filing appeals more difficult for recipients of foreign funding.

He claimed that churches, non-governmental organisations and other institutions in Mizoram that operate hospitals, schools and welfare programmes with foreign support could face serious challenges if the Bill becomes law.

AICC Mizoram in-charge Chella Kumar alleged that the proposed amendment would disproportionately affect NGOs and minority communities. He said institutions supported through the Foreign Contribution (Regulation) Act (FCRA) could experience difficulties in continuing their activities.

The resolutions adopted during the protest included a demand for withdrawal of the Bill, an appeal to address concerns related to alleged harassment of Christians, and a request for wider consultations involving church leaders, NGOs and political representatives.

The Congress also urged Mizoram’s Members of Parliament to oppose the Bill and called for a special session of the state Assembly to pass a resolution against the proposed amendment. Several senior Congress leaders, including former ministers, participated in the protest.
