CADC seeks Governor’s intervention on salary crisis and pending development projects
The Chief Executive Member of the Chakma Autonomous District Council (CADC), Nirupam Chakma, on Monday met Mizoram Governor Vijay Kumar Singh and sought his intervention in addressing several administrative, financial and developmental issues, including the prolonged salary crisis affecting council employees.
During the meeting, Chakma submitted a comprehensive long-term development roadmap prepared with inputs from all departments of the council. The proposal outlines measures to strengthen the council’s administrative framework, improve infrastructure and accelerate development in the CADC area.
After reviewing the roadmap, Governor Singh advised the council to incorporate his suggestions before finalising the development plan.
One of the key issues raised during the meeting was the incomplete CADC Secretariat building, a project funded under the 13th Finance Commission that has remained unfinished for more than a decade. The Governor asked the council to prepare a detailed project presentation and said he would explore the possibility of securing financial assistance under an appropriate Centrally Sponsored Scheme (CSS) for its completion.
Chakma also drew the Governor’s attention to the council’s financial difficulties, stating that employees of the Chakma Autonomous District Council have not received their salaries for the past four-and-a-half months.
Responding to the issue, Governor Singh said he had already discussed the matter with Chief Minister Lalduhoma and urged the state government to take appropriate measures to resolve the salary crisis at the earliest.
The Governor also stressed the need to strengthen educational infrastructure in the region and advised the council to identify suitable land for establishing a central school within the CADC area.
In a separate representation, the Chief Executive Member requested the Governor’s intervention in expediting assent to several rules passed by the council. He specifically sought early approval of the Town Planning Committees Rules, 2025, stating that the delay in granting assent has affected the council’s governance and administrative functioning.
